The Education department organises transnational courses designed to improve quality of transnational projects for trade union officers. There are 3 levels proposed for these courses (see below).

Since 2002, the Education department has been responsible only for organising transnational courses for level 3, leaving to national confederations the responsibility of designing and delivering courses for level 1 and 2, together with support and expertise from the ETUCO team.

basics
How to build a team for the project?

Level 1: Beginners

This is an introductory course on project management.

Aims:

  • To provide a basic orientation to the nature and significance of project work.
  • To provide information and understanding about the European context.

Target group:

  • Trade union officers with little or no experience of project work.

Level 2: Intermediate

Aims:

  • To provide the necessary skills and understanding to contribute fully as a partner in transnational projects.
  • To understand the objectives of EU funding programmes.

Target group:

  • Trade union officers participating in projects in a partner role with limited responsibilities

For the first time ETUI-E in Tallinn

ref: 552.18.EPM, 5-10/12/2005, Tallinn

For the first time ETUI-Education went to Tallinn with a transnational course on project management for trade union officers, from 5 to 10 December 2005.
The course had 15 participants from 11 countries and 12 trade union organisations, who worked with enthusiasm and commitment for a 4-day course dealing with issues like planning, implementing and closing projects, based on proposals previously prepared by each of them.

Training trade union officers for European project management

ref: 552.17.EPM, 8-13/11/2005, Turin

The course on project management for trade union officers landed for the fist time, at the International Training centre of ILO in Turin. 15 Participants from 11 countries and 12 organizations worked with enthusiasm and commitment for a 4-day course dealing with issues like planning, implementing and closing projects, based on proposals previously prepared by each of them.

ETUCO in Malta for the first time!

29.03-03.04.2005, Marsascala, Malta

ETUCO went to Malta for the first time with the course on project management for trade union officers. 20 participants (with a majority of 12 women) from 11 countries and 15 organizations, lot of enthusiasm and commitment for a 4-day course dealing with issues on project management, based on ideas for projects that each participant had prepared before the course.
Key parts of the course were related to the budget, the European funding grants for trade unionists, the teamwork, communication and dissemination.
Participants were also able to attend a national ceremony for the Freedom Day, and they visited the headquarters and Museum of GWU, the local trade union which has greatly supported and warmly helped all along the ETUCO course!

Project management course in Slovakia

Course reference EPM.04.010

At the start of February, ETUCO organised a transnational course on project management for CEE trade union officers.

The course was held at the IVO-SR trade union training school in Sládkovicovo, Slovakia, and was attended by a total of 15 Slovak, Czech, Polish, Lithuanian, Romanian and Bulgarian trade union officers who already had experience of managing projects.

The aims of the course were:
  • To provide project experienced participants with the additional skills and tools needed to manage and lead transnational projects effectively
  • To enable participants to share and analyse their experience of the planning and management process for projects
While much of the time was spent in group work on project management issues based on ideas for projects that each participant had prepared before the course, key parts of the course included a special session on budget issues led by Cinzia Sechi of the ETUC's Social Development Agency, and sessions on "teambuilding and communication" and "dissemination" with Ludwig Roithinger, from the education and projects department of OGB.

Thanks to the contribution and constant support from Dusan Harvan from the IVO-SR school, the participants succeeded in working very effectively, overcoming some initial communication problems that gradually fizzled out as they go to know each other!

Course on project management for National Integration Commissions

ETUC and ETUCO organised a course in Brussels, from 11-14 March 2004, on the management of European projects for members of "National Integration Commissions" in the CEECs.

As Maria Helena André, Deputy General Secretary of the ETUC, said in her introduction, the initiative was set up as an ETUC measure to support the NICs, which will no longer exist after 1 May 2004.

The participants were mostly women - 15 out of a total of 18 participants - and there were a good number of young participants, from 9 different countries.
During the course colleagues from the ETUC and Infopoint presented the 2004 Call for proposals related to Budget Lines on European social dialogue and European citizenship, and gave detailed explanations of the application forms and budget requirements.

The groups worked on how to set up quality project proposals to be submitted to the European Commission.

Tom Jenkins, senior adviser to John Monks, closed up the course, stressing the commitment of the ETUC towards the trade union organisations in the acceding countries.

Course 2004 on Budget Lines for Social Dialogue

A new training course on the European Social Dialogue Budget Lines has just taken place between 16 and 18 February 2004 in Brussels.

This course was co-organised for the 3rd time by ETUCO and Infopoint.

The training course has been opened by Maria Helena André, ETUC Deputy General Secretary, with the active participation of Michel Mortelette, ETUC expert on budget and contracts for trade union projects.

After a presentation of the features of these Budget Lines and of the changes in the 2004 Call for proposals, the 19 participants, 11 women and 8 men, coming from the National Confederations and Unions and from European Industry Federations, have been working on projects proposals likely to be funded by the three Budget Lines related to the European Social Dialogue (now the numbers are: 04.03.03.01; 04.03.03.02 and 04.03.03.03).

Eventually, the three working groups have submitted their proposals directly to Infopoint, who has proceeded - in a very realistic and suspenseful role game as a European Commission Jury - to the evaluation of their proposals.

For the first time, ETUCO in Cyprus!

03-08.02.2004, Protaras-Paralimni (CY)

Welcomed by the warm and efficient organization of SEK colleagues, for the first time ETUCO flew to Cyprus, to hold a course on training for project management, with 15 participants from 11 countries.

Some new elements in this course: the presence of our ETUC colleague, Michel Mortelette, who gave a lecture on the characteristics of a budget construction, with a lot of tips and useful suggestions for trade union officers involved in project activities;
4 days duration, instead of the usual 3 days, giving more time for group work and for deepening the items related to project management;
and, last but not least, Cyprus and SEK Trade Union for the first time hosting an ETUCO course!

The aims of the course were:

  • To provide project experienced participants with the additional skills and tools needed to manage and lead transnational projects effectively
  • To enable participants to share and examine their experience in the planning and management process of projects

"TTUPO" Network of trade union experts in project management

27-29 October 2003, Impruneta (Florence),

The network of trade union experts in project management met this year in Impruneta (Firenze), at the regional school of the CGIL, from 27 to 29 October 2003.
The group was joined by new colleagues from the ÖGB-Austria and the KNSB-Bulgaria.

The aims of the workshop were:

  • To look at developments in this area of work,
  • To define the role of network
  • To examine the services provided by ETUCO: EUIS and ETUERC
  • To give further consideration to ETUCO courses on project management
  • To comment on the draft paper "project evaluation", which will become an annexe of the Handbook "Trade Unions and Transnational projects"

The experts exchanged information on some of the latest developments in this area.
Particular attention was given to the "resource centre", a new tool developed by SAK in order to disseminate information and best practices in project work, and to the definition of "on the job training" by Derek Stubbs.
A specific discussion was held on the role of the network itself, defining the areas in which experts can play an active role.
The participants agreed to participate in an electronic conference to be coordinated by ETUCO.

ETUCO transnational course in Lithuania

23-27 April 2003,
Vilnius, Lithuania (ENL.03.019)

For the first time ETUCO has held one of its transnational courses in Lithuania, at Trakai, in partnership with the education department of LPSS, on the issues of project management for trade union officers in CEECs.

The aims of the course, opened by the Chairman of LPSS, Algirdas Sysas, were to get skills and tools in order to successfully manage and lead transnational projects, and to share experiences in this area of work, which will become more and more essential for the trade unions originating from the new Members of the EU.

16 participants (of whom 14 women) from the trade union organisations of Lithuania, Estonia, Latvia, Hungary, Poland, Bulgaria and Slovakia participated to the course, showing particular interest in getting information about European funding possibilities for CEEC, and in improving the teamwork skills in transnational activities.

A special session was dedicated to the evaluation of project proposals from the perspective of a professional evaluator working for the EC, Thomas Zadrozny, who has given his insider's view and tips for successful trade unions applications.

TTUPO Training course on project management for CEECs
Zlenice, Czech Republic, 2-6 October 2002 (ENL.02.017)

A course on project management -at specialist level- has been held by ETUCO, between 2 and 6 October 2002, in ZLENICE, near Prague, at the trade union school of CMKOS, the Czech Moravian Confederation.

Participants from 6 CEE countries have been working on issues like projects as strategic tool for the organisation, team building and planning.
On the last day, Mr Coufalik, from the National Leonardo da Vinci Agency, presented the criteria for the projects assessment.
The new section on ETUCO website about the resources and web addresses on enlargement has also been presented.
The participants will join in the existing network of trade union officers experts in projects and project management.

"TTUPO" Network of trade union experts in project management
Sesimbra, Portugal, 28-30 June 2002

ETUCO organised its annual workshop for a group of trade union experts in project management, who met in Sesimbra, Portugal, between 28 and 30 June 2002.

The workshop, following the first one on January 1999, had the following aims:

  • To monitor and get acquainted about the experiences and developments in this area of work in the latest years, at national and European level;
  • To give further consideration to a curriculum for trade union officers;
  • To develop the framework for a co-ordinated strategy to further progress training in this area, particularly in relation to the needs of CEECs ;
  • To further develop a network of trainers.

The experts, who belonged to CMKOS, SAK, CGIL, UGT-E Metal, ICTU and an independent consultancy firm, discussed, starting from the actual state of art, about the developments in this area that have enormously taken place since the previous workshop.
Particularly the focus was put on training needs, new material, future strategy at European and national level, with particular attention on the new possibilities offered by Open and Distance Learning.

Eva Sanovcova (ETUCO) gave an updated presentation of the state of art in the CEEC organizations, which emphasised the increasing awareness on project work on behalf of CEECs.

Training Trade Union project officers for CEECs
(East/East) II - 28/2 -3/3 2002, Sopot, Poland
Course Ref. N° ENL.01.032

A course on project management for trade union officers in CEE countries was organised by ETUCO in Sopot (Poland) between 28 February 2002 and 3 March 2002, with 15 participants, from 8 trade union organizations.

Working languages were English, Russian and Polish.

The aims of the course were to:

  • improve the quality of the design and management of transnational projects concerning trade union training and education
  • gain greater awareness and understanding of the potential of EU programmes to support transnational collaboration
  • promote best practice and innovation, developing a greater sense of a shared trade union culture at European level.

The participants, in particular, listened to presentations on project work and project management, and in working groups, they developed activities on matters related to planning a project application, setting up partnerships, identifying skills and knowledge for a project manager.
A special focus was put on the impact of teamwork and communication in a multicultural environment.
A particular session was devoted to the demonstration of the ETUCO Information Service on line and of the use of EU Programmes and grants for CEECs, with a presentation by Agnes Kende, former education officer in ETUCO.
