Solco: Key competencies for local economic growth

The SOLCO pilot project "Key competencies for local economic growth" is funded by the European "Leonardo Da Vinci" programme (phase II).
It was officially approved on 19th September 2001 and will be terminated in December 2003.
During this period, RSO and its European partners will study a number of experimental models representing relationships between small and medium enterprises (SMEs) and micro-enterprises and key players in the local economy.

The aim is to orient those relationships toward competitive growth in the partners' territories.
It is through training initiatives designed to develop managerial competencies that a key role can be played in favour of local growth and job creation.
The scope of the project is to identify, observe and study the competencies of managerial roles in SMEs and micro-enterprises in the partners' working environments, for the purpose of contributing towards the educational policy managed by local institutions across Europe.
The project will also produce working tools for human resources operators in SMEs and micro-enterprises.

The SOLCO project will examine the relationship between key managerial competencies (as described by SME and micro-enterprise managers) and general prospects for growth of the local economy and focus on the conditions and instruments which, when suitably co-ordinated, can help enhance that relationship.

OBJECTIVES OF THE PROJECT

Specific objectives of the project are:
a. to develop a methodology for identifying and describing the key competencies (actual and targeted) that characterize management roles in SMEs and micro-enterprises, and produce descriptions of such competencies;
b. to assess training requirement of management profiles in SMEs and micro-enterprises;
c. to support local Actors in educational policy making addressing for SMEs and micro-enterprises in the territories under review.

The project's end product is a manual, in print and electronic form, in English and Italian, covering the managerial competencies identified in SMEs and micro enterprises, accompanied by the model and tools used to identify such competencies and analyse training needs.

The project target group addresses managers in SMEs and micro enterprises, Institutional players and social partners.

  • Università degli Studi di Napoli, Dipartimento di Ingegneria Economico Gestionale, a research centre -focusing on experimental models for SMEs.
  • PGP Consultores -Madrid, a consulting firm specialized in public sector and industrial development.
  • Enterprise research and development centre, University of Central England in Birmingham, a research unit studying and promoting local SMEs
  • Federazione Formazione e Ricerca CGIL, Rome, engaged in the study and promotion of training as a driving force for local development.
  • Etuco, Brussels (European Trade Union College), the training body of the European Trade Unions Confederation, which will disseminate the results of projects through its network of affiliated trade unions in 15 EU Member Countries and Central and Eastern Europe.
